Research conducted on Sint Maarten’s labor market and social security systems in 2022 and 2023 identified a number of general and specific problems that must be addressed. The specific challenges related to labor and social security include employee risk related to unemployment and disability, the financial sustainability of the state pension (AOV - Algemene Ouderdomswet), the inefficiencies in the labor migration and dismissal procedures, and poverty. In a follow up enquiry conducted in 2023, a balanced package of reforms aimed at increasing employee insurance, increasing financial sustainability, streamlining procedures, and combatting poverty were identified. In 2024, these reforms were prioritized and further defined into a strategic implementation plan to organize and guide the implementation process effectively. This plan of approach focuses on a number of these prioritized labor market and social security reforms.
