Do you want to make a direct contribution to delivering reforms within the Government of Sint Maarten?
Sint Maarten, together with the Netherlands, is working on a broad package of reforms aimed at strengthening government, the economy and the delivery of public services. These reforms cover areas including financial management, tax collection, the functioning of the public sector and the rule of law. Delivering these reforms requires more than plans alone. It requires coordination, perseverance and administrative sensitivity in practice. Within the Ministry of the Interior and Kingdom Relations, the Temporary Work Organisation (TWO) has been established for this purpose. For the Sint Maarten team, we are looking for a Liaison who can make the difference on the ground between agreements and actual delivery.
As Liaison Reforms, you are the operational and administrative focal point for the TWO in Sint Maarten. You ensure that plans do not remain stuck in consultation structures, but are actually implemented. You move continuously between ministries, implementing organisations and administrative forums, steering on progress, coherence and results. You know the playing field, understand where friction arises and know when to accelerate, put issues on the agenda or intervene. Your key responsibilities are:
- Interpret and analyse local developments, signals and administrative dynamics, and translate these into strategic advice for decision-making, steering and cooperation.
- Advise on the feasibility, implementability and prioritisation of projects and measures, and safeguard coherence across the overall programme.
- Identify bottlenecks, including capacity, decision-making and process issues, and initiate concrete solutions.
- Drive projects and programs forward, including organizing decision-making and follow-up.
- Act as the TWO's first point of contact in Sint Maarten for government and partners.
- Connect the parties involved and strengthen cooperation between ministries and stakeholders.
- Monitor progress and contribute to reports and implementation agendas.
Job requirements
- Academic level of professional and intellectual ability.
- At least 5 years of experience in a political-administrative environment.
- Demonstrable experience with complex change or reform processes.
- A highly developed sense of administrative relations and a strong understanding of the political and administrative dynamics of Sint Maarten.
- Able to operate independently while also engaging effectively with multiple stakeholders.
- Result-oriented, persistent and able to create momentum in a complex environment.
- Strong communication skills in both Dutch and English.
Additional information
- Location: Philipsburg, Sint Maarten.
- Temporary appointment, initially for 1 year. Discussions are currently taking place between Sint Maarten and the Netherlands on extending the cooperation arrangements. Depending on the outcome, extension of the temporary appointment may be possible.
- Local Staff Employment Conditions (ALP scheme) apply. The ALP scheme can be provided upon request.
- Salary level: scale 13 (ALP)
The selection of applications is expected to take place in the week of 22 June. Candidates invited for an interview are expected to have their first interview on 29 or 30 June. A possible second round of interviews is scheduled for the week of 6 July.

The Directorate-General for Kingdom Relations (DGKR) of the Ministry of the Interior and Kingdom Relations works to strengthen governance, the economy and the rule of law within the Kingdom. The Temporary Work Organisation (TWO) is a programme organisation within DGKR and is responsible for supporting the implementation of reforms in Curaçao, Aruba and Sint Maarten. Within the TWO, teams in the Netherlands and the Caribbean region work closely with local governments and line ministries to achieve structural improvements.
The core Sint Maarten team consists of a programme manager, 2 country advisers, one of whom works permanently in Sint Maarten, and a liaison.
