The Temporary Work Organization (TWO) is pleased to share that progress continues on the E.6 Economic Development Project from the Country Package, with specific focus on the legislative reform component. This initiative aims to modernize and enhance Sint Maarten’s business framework, reduce administrative bottlenecks and strengthen the overall investment climate to support entrepreneurship and sustainable economic growth.

Project Launch and Partnerships

The project officially commenced in June 2024 with initial funding and the first phase began in February 2025. The legislative and policy reform efforts are being executed by Tackling Law, headed by its director, Ms. Carla Vlaun, in partnership with the Ministry of Tourism, Economic Affairs, Transport, and Telecommunication (TEATT).

Update to the Netherlands Enterprise Agency (RVO)

Earlier this month, Ms. Vlaun met with Ms. Leona Romeo and Ms. Bernise Stoffer of the Netherlands Enterprise Agency (RVO) to provide a detailed update on the project’s progress. The presentation covered key developments, including a review of Sint Maarten’s economic license legislation, stakeholder consultations to evaluate socio-economic impacts, and identification of legislative gaps and opportunities for improvements.

Next Steps: Findings and Recommendations Report

The process of engaging stakeholders to assess the proposed changes is ongoing. The next project phase involves drafting a findings and recommendations report for the Minister of TEATT to facilitate informed decisions. The report's outcomes will guide a go/no-go decision on developing new legislation and reforms to simplify licensing, minimize delays, and promote transparency and competitiveness for entrepreneurs.
