Country packages
The Country Packages contain the agreements between the countries and the Netherlands on the measures to be taken and the structural reforms in the field of finances, economy, and administrative affairs. The reforms will be developed into specific measures and executed using projects and programs. The countries and the Netherlands have agreed that this would be the best approach to cooperation. The TWO supports Aruba, Curaçao and Sint Maarten in implementing the reforms set out in the Country Packages. The TWO can do this, for example, by providing expertise (knowledge) from Dutch ministries or technical assistance. The Country Packages will be developed in Implementation Agendas and plans of approach. The countries and the TWO will work together to achieve this. The systemic reforms and specific measures intended in the country package have the following goals:
- making the economy resilient and agile;
- restoring government finances;
- improving social security, healthcare, and education;
- enhancing the legal system.
Even though the Country Packages of the various countries involve the same themes and often include the same measures, they are not fully identical. Each country has unique characteristics that sometimes demand a tailored approach.
The Netherlands has already agreed on the Country Packages have already been agreed on with the countries Aruba, Curaçao and Sint Maarten. In these packages, the countries agreed to work on economic, financial, social, legal, and institutional reforms. The Country Packages contain 45 measures that contribute to these reforms. The first concrete results have become visible in the course of 2022. Examples are measures that improve the entrepreneurial climate or those related to taxes. The Implementation Agendas and the summaries of the plans of approach are public and can be found on the TWO website. This enables everybody to follow what is going on, how the various measures are being executed, and when the results may be expected.
Organization
The BZK has established the Temporary Work Organization, to perform these activities in collaboration with the countries Aruba, Curaçao and Sint Maarten and the Dutch ministries which provide expertise on the subject matter.
The TWO, together with the countries, also draws up an Implementation Agenda and an Implementation Report for the development of the Country Packages. The Implementation Agendas are updated periodically. The TWO is the first point of contact for the countries when it comes to the measures, projects and programs from the Implementation Agenda's.
The TWO has three program teams: Aruba, Curaçao and St. Maarten. The program teams will be tasked with assisting in and monitoring the development and implementation of projects, programs and measures by public agencies and public enterprises of the countries regarding the topics addressed in the Country Package. These teams will work part of time in the Netherlands (for instance for meetings with the Dutch ministries) and the other part in the countries.
