About TWO

The Temporary Work Organization is part of the Ministry of the Interior and Kingdom Relations (BZK) and supports the agreed reforms in Aruba, Curaçao, and Sint Maarten. 

The Temporary Work Organization (TWO)

The BZK created the Temporary Work Organization (TWO),  to support Aruba, Curaçao and St. Maarten with the reforms and measures in the Country Packages. The TWO does this in collaboration with other Dutch ministries, which provide expertise on the subject matter. 

The TWO and the countries jointly draw up an Implementation Agenda for the elaboration of the Country Packages. This Implementation Agenda is periodically updated. The TWO and the countries also periodically publish an Implementation Report on the implementation of the measures, projects and programs from the implementation agenda.

Organization

Within the TWO is a Countries department with three program teams: Aruba, Curaçao and St. Maarten. The task of the program teams is to support the development and implementation of projects, programs and measures by government bodies and public enterprises of the countries related to the topics described in a Country Package. These teams work partly in the Netherlands (for example for consultation with the Dutch ministries) and in the countries. There is a limited staff in addition to the Country department.

Locations

The TWO works from the Netherlands, Aruba, Curaçao and Sint Maarten. In The Hague, coordination with the Dutch ministries takes place with substantive expertise and support for the reform processes. Support for the projects that are running there takes place in the countries.
